Let’s take a look at the deadline for submitting a complete application. This varies between HBO and WO. Please take a look at this article if you don’t understand the differences.
For most September programs, you can start applying from October of the previous year.

Disclaimer: Deadlines may differ per program and institution. If your program is selective (numerus fixus), you very likely have an earlier deadline. Please check your program’s website thoroughly to know the correct deadline.
Applying
Each institution has its own application procedure; please refer to that.
Generally, you will need to create an account on https://www.studielink.nl/ and start from there. Applications are reviewed on a rolling basis, and offers are sent out constantly.
Matching
Many programs require a “matching” procedure. This is to ensure you are applying for a program you are actually interested in. How this is executed differs widely from a three-question multiple-choice test to a mandatory webinar with 1:1 sessions. Please take a look at your program’s procedure.
